Tea that doesn't sell during the month is moved to Panda Tea Reserves.

How it works
Master Fang chooses the month's tea offering.
Master Fang ships to Hygge Panda in Wyoming.
Teas are bought (usually within the same month).
Teas are then shipped from Wyoming.
